Rally Point QoL Upgrade

The Rally Point building quickly becomes cumbersome to use. Fix this by adding a pair of buttons (hotkeyed to up and down arrowkeys) near the city/town dropdown list that scrolls to the next town with available units. This will give users a much nicer experience and make the whole process of filling up at a rally point much quicker.

Also please remove or disable the cities/towns/settlements that don't have units, or just cannot recruit unit.
That'd be easier to see where you can recruit troops from.
