Building Browser separate and viewable away from construction sites.

An Idea to have the same building browser that is viewable by clicking on a building site viewable via a button in the UI or by clicking on the main settlement.

As currently if you have filled all building slots you can not look at the building browser to review if you would like to replace an existing building.
