Risen and troops who want to join but have no space in army should be sent to nearest town.
It feels bad when you need to decide weither to disband your remaining 2-5 acolyte to incorporate the new 10-15 risen. Reason is that it is not easy to recruit more risen to cap at 100 since it only happens in battle. And it feels like a wasted opportunity.
Same goes for neutral armies that want to join.
At least having the weilder choose its level up options before dealing with necromancy, that way he can decide to open up a slot in the army for the fresh risen.

VampirakAs a third option it would be best!
If there would be a price for transport (money/resouces) so that it wouldn´t be abusable in some cases/factions and still to have a chance that you could disband those units that want to join you but you really don´t want/need. -

AleksAlt proposition is for pacified group to stop being hostile to you so you can move around them, while with the other player they would still trigger combat and have square of zone around them.

And if you return to them with space you can take them. -
